Upcoming Water Rate Increases — January 1, 2027, and July 1, 2027
The Grafton Water District would like to inform customers of upcoming water rate increases that will take effect in two phases, beginning with bills dated January 1, 2027, and July 1, 2027.
We understand that increases in household expenses can create financial challenges, especially as the cost of everyday necessities continues to rise. The District recognizes the impact these changes may have on customers and is committed to managing its finances responsibly while maintaining a safe and reliable water supply.
Why Are Rate Increases Necessary?
The Grafton Water District is funded through the revenue collected from water bills. Unlike a municipality that may receive funding from other sources, the District relies on water bill revenue to cover operating expenses, maintain and repair existing infrastructure, and fund necessary capital improvements.
The construction of new water treatment plants is necessary to meet regulatory requirements established by the Massachusetts Department of Environmental Protection (MassDEP) and the U.S. Environmental Protection Agency (EPA). These regulatory requirements mandate that the District make the necessary water treatment improvements by 2029. Meeting this deadline requires a significant investment in the design, construction, and implementation of the new treatment facilities.
In addition to meeting regulatory requirements, the new treatment plants will incorporate filtration to address iron and manganese in the water, which can contribute to discolored water. These improvements are intended to enhance water quality, improve the appearance of the water delivered to customers, and support the long-term reliability of the District’s water system.
The planned rate adjustments are necessary to help fund these mandated improvements within the required timeframe while allowing the District to continue operating, maintaining, and repairing its existing infrastructure. Although these increases affect household budgets, the investment is essential to meeting regulatory obligations, improving water quality, and protecting Grafton’s water supply for current customers and future generations.
What Will Change?
The rate increases will be implemented in two phases to spread the adjustment over time.
Effective January 1, 2027
- Service charge: Increases from $30.00 to $42.00.
- Water usage rates: Increase by 16%.
Effective July 1, 2027
- Service charge: Increases from $42.00 to $56.28.
- Water usage rates: Increase by 34%.
Service charge note: The amounts listed above apply to the most common meter size. Customers with larger meters will receive a proportional increase to their existing service charge based on the same percentage adjustment.
There will be no additional rate increases effective April 1, 2027, or October 1, 2027, as part of this rate adjustment schedule.
Your total bill impact will depend on your water consumption and the applicable service charge.
